- Area Land Office to confirm the root of title from Applicant submissions.
- Director Lands to validate root of title.

2. Office of the Surveyor General.
- Surveyor General to confirm the survey data submitted by the Applicant.
- Survey/GIS unit to verify the parcel using GIS Software

3. Town Planning department
- Receives and review Site Analysis report for residential or Environmental Impact Analysis for applications that have some degree of impact to the environment.
- Ensures that the proposed land use is compatible with existing development and conforms with the state Town Planning Policy and local needs.

4. NIGIS Agency.
- Application reaches the final stage where 1, 2, and 3 above are double checked for quality assurance.
- Offer Letter and Initial Bill is Genrated.
- Title Deed is Generated.
- Certificate of Occupancy is printed.
- Schedule is Generated for Governor to sign the Certificate of Occupancy.
